Maryland State Police trooper fatally shot a man named Julio Cesar Moran-Ruiz of Baltimore. The police said that Cesar dragged the trooper with his car. Cesar was allegedly pulled over for a traffic stop on Interstate 95 in Elkridge.

As per the Police report, Cesar was constantly waving and out of the lane, Baltimore Sun reported. The state trooper initiated a traffic stop near Route 100 in Elkridge, the report says. However, at around 2 am, Cesar was pulled over onto the right shoulder and the trooper asked for backup for a sobriety test.

The trooper has not been identified by the report. The trooper asked Cesar to step out of the car. The driver however showed signs of impairment, detailed the report, and refused to stop the vehicle.

However, things got ugly soon after. The trooper at the driver’s side tried to take out the key. He reached out through the window but was unsuccessful in his attempt. But the Cesar then did something unthinkable according to the police report. He started the car with trooper’s arm still inside. It is reported that the trooper was dragged for almost 2000 feet down the interstate. The Maryland State Police informed that the trooper had to shoot him then.

Julio Cesar was pronounced dead by the emergency medical service personnel. The trooper is being treated now. The second officer chased and found him and the stopped car.

This comes as the Black Lives Matter protests are surging in the US. Previously unrest started in Wisconsin and Minneapolis over the shooting of Jacob Blake and George Floyd.
